Child Protection Conferences Section 5, Appeals Procedure, has been updated with regards to the challenge must be received within 10 working days following receipt of conference minutes.
Child Protection Plan, Visits and Core Group This chapter has been updated, in particular information has been added with regards to visits to children subject to a child protection plan must be visited by a Children’s social worker within a maximum of 15 working days. All visits to children/young people subject to Child Protection Plans should be recorded as Statutory Visit (Child Protection) in PROTOCOL case notes. It is important that the social worker indicates that the child has been seen by ticking the appropriate box in the Protocol case note. Home visits where the child has not been seen cannot be recorded as Statutory Visits.
Care and Supervision Proceedings and the Public Law Outline This chapter has been extensively updated and should be read throughout.
Children and Young People Aged 0-25 with Special Educational Needs and Disabilities This chapter has been updated to reflect the outcome of a court judgement on Ordinary Residence that was included in DoH, Care and support statutory guidance (December 2016). (See Section 12, Funding Issues - Ordinary Residence). A link has been added into Related Guidance to guidance on SEND: 19- to 25-year-olds’ entitlement to EHC plans (DfE 2017) (See Related Guidance).
Cross-Border (International) Child Protection Cases A link has been added to the International Child Abduction and Contact Unit (ICACU) information in the Related Guidance section.
Young Carers Section 3, Response, has been updated with regards to the Commission makes provision for young adult carers to support the transition to adulthood but recognising the different needs of younger adults.
Placements in Secure Accommodation on Welfare Grounds This chapter has been extensively updated and should be read throughout.
Advocacy and Independent Visitors This chapter has been updated to add a link to the Children’s Society ‘Advocacy services for children and young people – a guide for commissioners’. This guide outlines the legislative requirements of local authorities in the provision of advocacy support to children in need and looked after children.
Looked After Reviews This chapter has been amended including to note the Law Society guidance ‘Attendance of solicitors at local authority Children Act Meetings’ and their Code of Conduct where the child or family who attend reviews are supported by a legal representative. (See Section 8, Independent Reviewing Officer's Responsibilities).
Appointment and Role of Independent Reviewing Officers This chapter has been updated in relation to the role of the Independent Reviewing Officer in line with the Children Act 1989 Guidance and Regulations - Volume 2: Care Planning, Placement and Case Review (2015). In particular, the IRO being sensitive to the close and active involvement of parents of a child looked after in a series of Short Breaks and problem-solving where there might be difficulties or issues.
Social Visits (Including Overnight Stays) This chapter has been extensively updated and should be read throughout.
Health Care Assessments and Plans Information has been added to Section 3, Health Care Assessment - the completed SDQs are scored, high scores that indicate a possible concern in terms of emotional health or behavioural difficulties are flagged with the child’s social worker, and with the REVIVE Team. Additional services may be recommended, including referral to CAMHS, or accessing local services such as the REVIVE Team to ensure that all emotional needs are met. Section 4, Health Plans, has been updated with regards to SDQ questionnaires highlights areas of potential difficulty and concern that should be addressed by the Child’s Health Plan. The SDQ should not be used as a replacement for good clinical assessment by a health professional, nor should a low score on the SDQ lead to a social worker not acting on concerns that they may have. If a social worker has any concerns about a child’s emotional well-being, they can request a consultation with the REVIVE Team, and recommendations arising from that consultation should form part of the child’s health plan. A link has also been added to Children’s Attachment: Attachment in Children and Young People who are Adopted from Care, in Care or at High Risk of Going into Care - NICE Guidelines (NG26) in the Related Guidance section.
Supervision and Support of Foster Carers Section 5, Support Provided by the Supervising Social Worker (During Placement), has been updated to reflect that the Safer Caring Plan, any changes in household circumstances along with any health and safety issues including the addition of any new pets and the environment in which they are kept should be reviewed as required.
Adoption Recruitment Strategy 2017/18 This document has been updated.
Inter Country Adoption This chapter has been updated.
Application for Special Guardianship Orders This chapter has been updated. The DfE has updated the Special Guardianship Guidance to include details of the Adoption Support Fund as the Fund now covers therapeutic support for children, living in England, who were previously in care immediately before the making of a Special Guardianship Order.
Safety in the Home and Transport for Prospective Adopters Policy This chapter has been updated, Section 3.2, Quick Guide to the Law, has been updated with a link to information on GOV.UK.
Adoption Cases Tracking Panel Procedure This chapter has been amended and should be read throughout.

Chapter Name Details
Children's Consultation and Participation Working Together 2015 states clearly that one of the key principles underpinning safeguarding should be: "a child-centred approach: for services to be effective they should be based on a clear understanding of the needs and views of children." This chapter deals with promoting participation and the key roles of those professionals involved.
Children in Our Care (CIOC) Team Case Transfer Procedure This chapter deals with the role of the Children in our Care Team in particularly where the Care Plan proposes a Care Order.
Children with Disabilities Pathway This Pathway has been added to the manual.
